START WITH YOUR NOTICE

Know what needs fixing. Know what happens next.

A Philadelphia Water Department Notice of Defect and an L&I violation are different notices. We review the issuing department, listed defects, location and instructions before proposing repairs.

Keep the entire notice, including any diagram or reverse side. Follow the deadlines and directions on your notice; repairs alone do not automatically close a City violation.

When The Repair Is Underground

Street work needs a complete plan.

Some repairs require sidewalk, yard or street excavation. Your estimate should explain access, applicable permits, utility coordination, backfill and the restoration included in the price.

Royal helps you plan the work so you know what to expect before excavation starts.

Common Questions

Answers before the work begins.

What should I do after receiving a Notice of Defect?

Keep the complete notice, follow its instructions and arrange a licensed plumbing assessment. PWD advises having the exterior plumbing inspected because the listed defect may not be the only issue.

Does every repair require the same permit?

No. Requirements depend on the work. Philadelphia lists private water and sewer service work under Site Work / Utility permits; other plumbing work may require a Plumbing Permit. We review the applicable permit path for the project.

Who closes an L&I violation?

L&I determines closure. Its guidance calls for correcting the issues, arranging reinspection and paying applicable fees. Royal can support the plumbing repairs and inspection documentation; approval remains with the City.

Can you review work performed by another contractor?

Yes. We can assess existing plumbing, compare the listed defects with site conditions and provide an estimate for necessary corrections.

How much will the repair cost?

The cost depends on the defect, depth, access, materials, permits and restoration. We provide a project-specific estimate after reviewing the notice and assessing the property.

What if I smell gas?

Leave the area immediately. From a safe location, call 911 and PGW at 215-235-1212. Do not wait for an online service request or use switches, flames or a phone in the affected area. Arrange plumbing repairs after emergency responders or the utility have made the site safe.
